Create any new image. (In my case, RGB 1 layer, 36x24). Save as.
Name it "foo.xpm". Progress bar indicates work being done. GIMP
Message window appears, "Saving foo.xpm failed: Plug-In could not save
image".

It opens XPMs just fine.
