Since you have /etc/modutils/zaptel, you need /etc/modprobe.d/zaptel. It
should contain at least:

install wcfxs      /usr/sbin/ztcfg
install wcfxsusb   /usr/sbin/ztcfg
install torisa     /usr/sbin/ztcfg
install tor2       /usr/sbin/ztcfg
install wcfxo      /usr/sbin/ztcfg
install wct1xxp    /usr/sbin/ztcfg

Perhaps ztcfg should be moved to /sbin as well, to make sure it's
present at module load time.
