When upgrading udev, I see the following warning:

To the best of my knowledge, I never modified that file, and hadn't even
installed udev on Jan 2 (installation was in late Jan, after Jan 12).
Thus, the file is presumably an unmodified part of the udev package,
and shouldn't be complained about.

But looks like you did, because udev.permissions is a plain conffile and
it would have been deleted by dpkg as usual if it had not been modified.
(No, the udev package does not modify it.)
