When a page is viewed that contains an included stylesheet the stylesheet
is not loaded correctly (and the page rendered accordingly) if the content
type of the http response did not indicate 'text/css'.

This is due to a configuration error on the part of the webserver but if
the html page includes a type setting in the include I feel that should
take precedence. Since so many webservers return invalid content-types for
uncommon files (anything other than html) this should probably be fixed.

The methode of including a stylesheet I used is:
 <link href="default.css" rel="stylesheet" type="text/css" />
in an xhtml 1.0 strict page

I can't reproduce with Mozilla in testing/unstable.
Please submit a valid testcase and reopen the bug if it's not fixed.
