in the current version of dash if you do "$ export CC=", it set in the
environement CC, not CC=. And this make make segdefault.

Umm. This is definitely not POSIX behaviour; the variable
should be set to the empty string, which it is not (export
variable=value results in the variable being set, which should be
shown by export -p with variable=value; in this case, the value is
empty).
When dash shows to correct export -p behaviour, as described
in POSIX, I'd be inclined to treat this as a bug.
