Hi!
In the meantime there are several packages that can enhance mutt. Due
to policy it is forbidden to change /etc/Muttrc so in fact those
packages are all hosed when they want to support their users
automagically.
But mutt brings a great feature with which this would be plainly easy:
You just have to something simmilar: Add a line like the following to
the end of /etc/Muttrc:
`test -r /etc/mutt/hooks.conf && echo "source /etc/mutt/hooks.conf" || echo
"source /dev/null"`
and ship an /etc/mutt/README file that reads like the following:

mutt sources /etc/mutt/hooks.conf at the end of its global
configuration in which you can add local additions/changes to the main
configuration (this is the reason why it it sourced at the end of the
global configuration file so you can override entries in there.)
Packages that enhance mutt will add source lines to the hooks.conf file
if you tell them to, and drop their configuration snippets into this
directory, too.

I hope you like the approach and it is not too disturbing to you. This
will help quite many people and allow to have an untouched /etc/Muttrc,
too.
Alternatively, if you don't like the above line you can just add a
"source /etc/mutt/hooks.conf" line and write into the README to not
delete the /etc/mutt/hooks.conf file but rather just empty it if needed,
or people will get an error message on starting mutt. No matter which
approach you choose you should though NOT make /etc/mutt/hooks.conf a
conffile, otherwise no package script is allowed to change it and we are
in the same situation again. Simply creating an empty file if it's not
there should be sufficient if you choose the latter method.
