Both Ubuntu and Debian install the cfengine package by default in the 
hook system. My understanding was that the hook system was there to give 
you a working bootable barbones system, doing the minimum amount of work 
and that any customisation should be done via the more flexible role 
system.

I suggest moving the cfengine hook to the roledir.

As you can probably gather I don't use cfengine (prefer capistrano for 
deployment) and it's annoying having to remove it all the time.
