setting custom rules in udev.rules should not be the recommanded
behaviour. It leaves to having to either refuses udev.rules
upgrades or manually merge back changes at each upgrades (and it
happens often).

I don't know why i only though about it lastly but using a
local.rules and symlinking it in rules.d feet all my needs.
Why not make it the default ? 

Ther could also be a machanism for packages provided rules (i
hope those will fetch data from sysfs and propose to make rules
soon) in the way apache does for virtualhosts ?
If one udev guru could provide them examples (if possible able to
deal with non udev cases) they may be more open to such
wishlists too (and i would really prefer them to fix bus in their
package than trying to deal with udev ...).

Why don't you just do it?
You do not need assistance from the package maintainer to create a file.
You can even skip the symlink.

What do you think /etc/udev/rules.d/ is?
Anyway, packages need to provide their own rules only in a few special
cases.
