The scroll bars in the "Add Time Zone" dialog are set on the first
access to a given tab.  Thus, if you click on "Countries" while
selecting a Continent with few countries (ie Antarctica) the scrollbar
becomes useless if you later decide to view one that has a lot (ie
Americas).  Likewise, if you start with a Continent with several
Countries the scrollbar is too large when you switch to one with only a
few.  Same is true for the Region tab.
