This bug existed in all distributions and was fixed in version 3.0-1
which is only in experimental. This information is correctly displayed
on the bug's page. However, if you look at the package's bug page,
http://bugs.debian.org/cgi-bin/pkgreport.cgi?pkg=tetex-bin
you'll find that is treated as completely closed:

I closed the bug by the deprecated method of sending mail to
[EMAIL PROTECTED] with the line
close 287441 3.0-1
(because I wasn't aware of the method with the pseudo header), but I
don't know whether this makes a difference, because somehow the
information got recorded.
