mirror you provide at debian.efis.ucr.ac.cr is no longer working.
http://debian.efis.ucr.ac.cr/debian/ -> 404.
http://debian.efis.ucr.ac.cr/ -> 403.
So debian.efis.ucr.ac.cr is commented for the moment.
At the moment, there is no working Debian mirror in Costa Rica, so we
would be pleased if you plan to make the mirror available again.
If I do not hear back from you in 30 days, your mirror's entry will be
deleted from the list.
