Package: sendmail
Version: 8.13.1-12 

Installing this package overrites several files in /etc/mail (including
Makefile) without asking.
According to debian policy, _all_ files under /etc are config files by
definition, so that the user has to be asked before changing them.

Besides, /etc/mail/Makefile does not belong to any package (according to
dpkg), which should IMHO be corrected as well.
