If you look at /usr/lib/pkgconfig/libsoup-2.2.pc you'll notice this:
Libs: -L${libdir} -lsoup-${SOUP_API_VERSION} -L/usr/lib -lgnutls -lxml2
-lpthread -lz -lm
I.e. to use libsoup2.2-dev it seems you need to have some extra
packages installed. Could you please add these to libsoup2.2-dev's
