I have just checked in support to cvs HEAD for setting the compression type of
data.tar archive members.  The deb format version is not changed, but the data
member name changes based on the format.

data.tar.gz, data.tar.bz2, and data.tar are the allowed names, depending if
gzip, bzip2, or stored is passed as -Z to dpkg-deb.

Please modify dinstall to reject packages that do not have an data member name
that matches data.tar.gz, until such time as dpkg 1.11 enters stable.
