In woody, debootstrap became the canoical definition of what is in base.
The Section: base packages are no longer exactly the packages that form
the base system.
Below is a comparison for i386 between what the Section: base fields ay
in in base, and what debootstrap installs for sid. I have left out all
the kernel images and pcmcia modules.
This is confusing, both for anyone not aware of the history, and for
anyone familiar with the old system and not yet familiar with the old.
I occasionally see people on debian-user get confused by this; that's
what spurred this particulat bug report.
One fix of course is to recategorize everything out of base. Another
would be to update the overrides to match debootstrap's notions of base
(which varies by architecture), and then either keep them up-to-date as
it changes, or eventually modify debootstrap to use the fields in
deciding what to put in base.
