Fvwm95 should either depend on xv, and ghostview;
allow a mechanism for apps to add themselves
to the buttons in DebianFvwm95Buttons.
Since system.fvwm95rc tries to execute this apps, I think it
is needed to do more than just Suggest: them.
My proposal is to have a postinst to check which of these
packages are installed and make custom Buttons. And do not
provide a button if the package is not currently installed.
(e.g if no Netscape is installed, do not show its button)
This relates to bug#21468. And even if the "Suggests:" method is
used I would prefer the method explained above, accompanying it.
There is no note, whatsoever to the user, when using fvwm95 that
in order for this buttons to work he needs this apps.
Also, there is more dependancies than given: ghostview, xview,
xload...
Another possibility would be to display on screen a prominent
note, when the package is not installed, when clicking the button.
Something like:
"Sorry, but the package XYZZXFAE is not installed and is needed by
this button in order to work. Please check with your local system
administrator in order to do this."
This will require, anyhow, a check on postinst to see with
packages are installed.

fvwm95 has been removed from Debian unstable/tesing because it's
unmaintained and abandoned upstream. Please move to fvwm2. If your
bug also shows up in fvwm2 please file a new bug report or let me
know.
