The /usr/share/doc/dcl/README readme refers to an INSTALL.txt 
that doesn't exist.

There is no README.Debian file at all to explain what might
be different from stock dcl or where missing files might be 
found.

Also, I see other bug reports refering to /etc/dcl/apache.conf,
which is the norm for other apache based packages, yet is 
not contained in this dcl package.

If there's other things missing, I'll tell you once I learn
how to get it installed.
