People are of the impression that "owner" has a functional effect, and
is not just an annotation. It seems pretty likely that this is a result
of the BTS documentation saying so; not only the semi-official
/usr/bin/bts helper command, but the online bugs.d.o documentation
itself.

bugs.debian.org (http://www.debian.org/Bugs/server-control) reads:
|Sets address to be the "owner" of #bugnumber. The owner of a bug claims
|responsibility for fixing it and will receive all mail regarding it.
|This is useful to share out work in cases where a package has a team of
|maintainers.

devscripts (bts.1) reads:
| The owner of a bug accepts the responsibility of dealing with it, and
| will receive all of the email corresponding to the bug instead of the
| usual maintainer.

However, Don said 8 months ago in #327608 that this isn't true:
|Owner is just a means of indicating who is working on a bug.

It looks like the original patch (#139936) was just an annotation one,
but Colin was going to add the functional bits.

'em.
