Package: gnome-panel
Version: 2.16.3-1
Severity: minor

as per subject: On startup, gnome-panel reports that the symbol
gnome-panel-force-quit was not found. Where the force-quit symbol
resides, I now see a generic icon.

Apart from that, the applet works as before. Just the icon misses. Would
this be related to the icon naming scheme change?

Debian does not use an icon cache for /usr/share/icons; either you
build software locally, or you installed Ubuntu packages, or there's a
 bug in a Debian package.
