(Edit - Preferences ... - Appearance - When Mozilla starts up, open - Mail & Newsgroups)
is not working if you install the mozilla-locale-de-at.

Only the "Navigator" window opens. This problem exists for quiet a
long time now. Never expected this to be bug until explaining this
behavior to another user.

This was bug #267774 and #401620, which was fixed in iceape 1.0.7-1.
