Hi,
I have just done some more research and experiment. It turns out that if
the LC_CTYPE settings are not consistent (i.e. one is UTF-8 and the
other is not) for the terminal emulator and the program that runs in it
(i.e. gnome-terminal/konsole and dpkg-reconfigure in this case), there
might be problems.
It seems that that is not specific to this package. I just checked and
found something similar in aptitude and mc.
Therefore you may close this report if you also think so. Sorry for the
inconvenience caused.
