Today I dist-upgrade sid on my server, and when dpkg started processing 
phpmyadmin, broke installation with:

Setting up phpmyadmin (2.6.1-pl3-2) ...
/usr/bin/ucf: line 55: debconf-loadtemplate: command not found

Searching in another computer with "dpkg -s debconf-loadtemplate" reveals 
me that this is included in "debconf-utils".

I installed manually and now all works ok... maybe debconf-utils must be 
dependency of phpmyadmin ?
