For instance "Open the main phpMyAdmin directory in your browser.
phpMyAdmin should now display a welcome screen" just links to
file:///usr/share/phpmyadmin/index.php if one hasn't figured out the
http name for the file.
One must be smart enough to figure it out from
/etc/phpmyadmin/apache.conf otherwise.
P.S., "Cannot load mcrypt extension. Please check your PHP
configuration." is shown at the bottom of the main page.

It is in the README.Debian that is installed under
/usr/share/doc/phpmyadmin. There are no "man pages" you refer to. The
package is available as http://localhost/<package> just like the web
application policy prescribes. I think this is clear enough.

It's not that easy to correct that link. It will then work when accessed
from the filesystem as you describe, but may break for a user accessing
this phpMyAdmin remotely. As I think the confusion over the latter may be
greater than over the former (since the latter are "regular users" while
the former is the site admin), I'll leave it this way.

This package is "Recommended" and in later versions even Depended on by
phpMyAdmin. As you surely know, you're expected to install recommended
packages in "all but unusual situations". You need to install the
php[45]-mcrypt package for that warning to go away.
It's a warning though, and if you're using 32 bit platforms or 64-bit &&
!cookie-auth, phpMyAdmin will work just fine. Because it doesn't on 64 bit
with cookie auth, it's now a dependency.
I don't believe there's an unaddressed item in this bug so I'm closing it
now.
