All the ipw2100-modules-* package descriptions in Etch don't say that the
Intel Firmware is required to get these chipsets to work. I suggest they
instead say:

'The Debian 4.0/Etch 2.6.18 kernel includes version 1.1.0(?) of these
modules.

This is version 1.2.1. you only need Install this if you want this newer
version of the driver than the version included in the kernel. Once
installed it will be automatically used instead.
