Upstream has releae the 1.0 version of the Translate Toolkit.

This version is mandatory for Pootle as well as a possible future package of
Pootling, the WordForge translation tool.

Could you consider packaging that new version?

The 1.0 Debian package was not uploaded, which explain that this bug was
not closed. 1.0.1 is now released and packaged.
