In order to use stored configs and collection you need to have rails installed.
The puppetmaster package should recommend rails => 1.2.3-2 as there is a bug
in the version of rails in stable (1.1.6-3) which causes this error
to occur:
err: value is a required option for Puppet::Parser::Resource::Param
Upgrading rails to 1.2.3-2 fixes this problem.
