Hi,
from the description of the "pending" tag it should be removed when
an uploaded package fixes the bug. This is not automatically the case
for non-maintainer uploads (NMUs).
So I'd wish a NMU which closes the bug (ie. sets it to "fixed in NMU")
would also remove any "pending" tag of the bug automatically.
Example: I did an NMU for fox1.2 closing bug #303327, and had to manually
remove the pending tag.
Regards,
Bastian

Pending is for the package mainainer to indicate the bug is fixed
pending upload. (checked into cvs, waiting for sponsor, etc.) I
don't think it is appropriate for a non-mainteiner to use it, and
a NMU wouldn't erase the fix in cvs or whatever.
I'm closing the bug assuming this is correct, if someone disagrees
they can reopen it.
