Below is the lspci and lspci -n output for this system. 
This system has an ATI IGP chip in it (1002:5835) but this is not
recognised as a radeon chipset.  So the resulting system ends up with
vesa as the XFree86 driver, and vesafb as the framebuffer driver.  This
has some unfortunate effects ever and beyond just not being right.

For some reason with this chip running it in vesa mode means that the
system will not shutdown when shutting down from KDE. The screen 
blanks and then the system hangs, the only option is to force the 
power off.

Loading the radeon fb driver and changing the XFree86 driver to
radeon makes it work properly.
