I have been trying to get a Polish document nicely formatted.

Their quotation goes like: ,,text''   (each quote as single character)

Thus in SGML, I should write as &ldquor;text&rdquor;

In HTML, it should be translated as &#8222;text&#8221; 

In text, it may be best to translated as "text".
(It may look closest if you choose ,,text'' instead.  I do not know
which is better.)

In Latex, these needs to be converted to appropriate code:
&#x201E; and &#x201D;

With 1.2.1, UTF-8 input is OK.  If your key input allow &ldquor; and
&rdquor; (with SCIM or with X's dead-key etc.) you can input these fanny
characters.

So please move to UTF-8 and stop comlaining :-)
