I have been trying to get a Polish document nicely formatted.
Their quotation goes like: ,,text'' (each quote as single character)
Thus in SGML, I should write as „text”
In HTML, it should be translated as „text”
In text, it may be best to translated as "text".
(It may look closest if you choose ,,text'' instead. I do not know
which is better.)
In Latex, these needs to be converted to appropriate code:

With 1.2.1, UTF-8 input is OK. If your key input allow „ and
” (with SCIM or with X's dead-key etc.) you can input these fanny
characters.
So please move to UTF-8 and stop comlaining :-)
