'dwww' needs a web server that does CGI:

    % dlocate -s dwww | grep Depends | sed 's/,.*//' # chop off text after the 
comma
    Depends: apache | httpd-cgi

While the README recommends 'boa':

    % grep -nC 1 boa /usr/share/doc/dwww/README
    10-dwww requires running a web server with CGI support (i.e. apache,
    11:boa, roxen, wn, etc., but NOT dhttpd or fnord.)
    12-Sorry.

...but 'boa' doesn't provide 'httpd-cgi':

    % dlocate -s boa | grep Provide
    Provides: httpd

    # search list of packages that provide 'httpd-cgi'
    % wget -q -O - http://packages.debian.org/unstable/virtual/httpd-cgi | grep

The cause of these contradictions seems to be that one or more of
these is not currently accurate:

    1) '/usr/share/doc/dwww/README'
    2) the 'httpd-cgi' package list
    3) the 'Provides:' field of 'boa'
    4) the 'Depends:' field of 'dwww'

...but I dunno which.  All I know for sure is that a while back an
upgrade of 'dwww' installed 'apache', when before it was happy with
'boa'.  So today I was trying to decide if, (or why), my system (on PPP
dialup) needs two web servers installed -- and noticed the 
contradiction described above.
