In the postinst script I read
ln -sf ../kqemu.rules /etc/udev/udev.d/099_kqemu.rules
Which fails, because there's no udev.d directory.
The correct path is
ln -sf ../kqemu.rules /etc/udev/rules.d/099_kqemu.rules
