the notification area was designed to be used for transient
notifications. however, gaim pepetually uses this feature merely to
provide the user quick access to a couple functions. this is an
explicitly disfavored use of the notification area.
see references [1], [2], and [3] (section 4 in particular, only core
gnome applications may perpetually use the notification area) for
more information.

there is a setting in gaim/pidgin that i use to disable the tray icon.
this is a reasonable solution to this bug.
