It is possible to set the Victory Point Target to any number between 3
and 99, but setting is higher than the point value of each player's 
building repository plus any extra points for longest road, largest army,
and victory point cards makes the game unwinnable, which is silly.

The server should limit the Victory Point Target to the maximum 
achievable score, warn if it's higher than the building score or 
building score plus extra score divided by the number of players, and/or
display how many points/buildings/soldiers/etc are available, or any
other combination deemed sufficent.

(A preview of the map would be nice too, but that's another bug report/
enhancement request.)
