There is a patch to fix the problem at:

Hi,
this was never fixed for the RT 3.0 series, I believe the fix went in
3.2.2.
As request-tracker3 is now only present in oldstable ('sarge') and the
bug is fixed in the current stable ('etch') packages of 3.4 and 3.6,
I'm closing this bug.
