Hi,
The policy dictates that every package should have a copyright file in
/usr/share/doc/package/copyright, but does not say that it has to have
a debian/copyright file in the sources.
The metacity-themes package includes a comprehensive copyright file
generated automatically at build time, to ensure that all theme files
included in the package are documented in the copyright file.
