bzr-buildeb is installing to:

 /usr/lib/python2.4/site-packages/bzrlib/plugins/bzr-builddeb

However, bzr (0.15) does not like this:

 Unable to load plugin 'bzr-builddeb' from
   '/usr/lib/python2.4/site-packages/bzrlib/plugins': It is not a valid
    python module name.


Performing:

 mv /usr/lib/python2.4/site-packages/bzrlib/plugins/bzr-builddeb \
  /usr/lib/python2.4/site-packages/bzrlib/plugins/builddeb

fixed this for me.
