How about to add "libacl1-dev" and "libattr1-dev" to Build-Depends ? (it's the only ubuntu difference).

I don't know if KDiff3 makes any use of ACL stuff, but as 
the package's build-dependency kdelibs4-dev depends on 
libacl1-dev as well as libattr1-dev, it should be unnecessary
to have a direct build-dependency.
Please reopen the bug if I'm wrong (and tell me why).
