Officially, every administrative division in Venezuela is a State,
except for Distrito Capital (not Distrito Federal, as mentioned in
current ISO 3166 file. This is stated in the Constitution [1] as well as
this [2] webpage (says 'State: except for Dependencias Federales and
Distrito Capital')

Please find attached for your review and consideration the diff for the
current iso_3166_2.xml file, moving 'Dependencias Federales' to the
Federal Dependency subset, changing 'Distrito Federal' to 'Distrito
Capital' and adding localized names for the states.

Regarding localized names, please feel free to discard them from the XML
file and add them to the PO files, while I think they're OK to be
represented in the localized way from the very beggining.
