First of all, I am not sure if this is not a duplicate of:
#246296: a2ps uses emacsen-common before it's configured
In my case when I had emacs20 installed, a2ps didn't configure itself
every time it was configured:

I have removed emacs20 and the problem disappeared.

Reviewing some a2ps bugs,
It is not a2ps, but emacs20 who fails at finding the file
mapping locales to locale encodings at the no longer
present /usr/lib/X11/locale/locale.alias location. This file
is now at /usr/share/X11/locale/locale.alias. A fix would
require rebuilding emacs20 with the new info, but since emacs20
is no longer in the Debian archive, I am closing this bug report.
