zaptel does not depend on any version of linux-headers.
However, to build zaptel-modules from zaptel-source, a version of
linux-headers is required.
This is not a zaptel bug, that's for sure.
But I'm not reassigning your bug to Linux, since I know for a fact that
both linux-headers-2.6.18-5-amd64 and linux-kbuild-2.6.18 are available
and work as expected.
The first one is in the etch security updates while the second is in the
etch release.
It sounds like you're missing etch sources.
