Since tora does use of /usr/share/icons/hicolor/* icons, could it be
possible to invoke dh_icons in rules in order to reduce memory usage

It surely is possible but it will not help. AFAIK dh_icons only cares
about PNG and SVG and JPG, but not XPM, which is what tora still uses.
