Quoting the upstream maintainer, Grant McLean, in CPAN #26588 [1]:

  I'd recommend only using the PurePerl parser in situations where
  building expat of libxml2 libraries is problematic - that is certainly
  not the case with Debian. 

Please consider adding a Recommends: on libxml-sax-expat-perl and 
noting this recommendation in the libxml-sax-perl package description
too.
