It seems that you have effectively used the reportbug script mechanism
to implement the reportbug presubj feature. It would be nice fi you
would change to use presubj instead.
Basically:
Put your text in /usr/share/bug/$package/presubj - and the text is shown
by pager when reporting bugs.
