In debian/tomcat5.5.postinst there seems to be unnecessary symlink call
"ln -sf /etc/tomcat5.5 /var/lib/tomcat5.5/conf" which is already done in
debian/tomcat5.5.links, but also creates unnecessary symlink
/etc/tomcat5.5/tomcat5.5. It doesn't do any harm, but looks like a bug.

As David pointed out already this is done for upgrade reasons. I close
this bug now. If you still think its an issue please reopen and add more
infos why it is bad.
