As per Debian policy:
The `Depends' field should be used if the depended-on package
is required for the depending package to provide a significant
amount of functionality.
I agree with Eitan that significant functionality of tex4ht is already
present without perl (which is only used by the script "mk4ht").
I am therefore closing this bug report. Please re-open if you feel
otherwise.
