That's not a bug, see README.Debian's last paragraphs for your options
in such situation.
Usually the upload of both packages is done with little difference so
these things doesn't happen, but the 3.3.0 version of external plugins
is currently waiting in NEW queue because of the migration of clamav
plugin to external plugins, and the delay on NEW queue processing has
caused this to happen again...
