contain the binary-indep target. This target required by both the section 
4.9 of the Debian policy [1] and the Etch release standards [2].

This bug should have been closed by package release 0.38-1
back in 2007 as the changelog [1] reads

  The rules file was updated (Closes: #395684).

I guess it was not closed because of the trailing dot?
