I had a tally file
(http://www.golden-gryphon.com/~vote/rainbow_tally.txt)
which presented as application/octet=stream iff it had any UTF-8
cahracters in it. Surprisingly, the HEAD command showed it to be
text/plain; only a GET showed bad results.

shows
Content-Type: text/plain; charset=us-ascii
when text2html_module is not loaded, but application/octet-stream
with it loaded.
