It would be nice to be able to hold back some debs from being upgraded.
My use-case for this is that I don't want to redownload packages I've
recompiled locally and made changes.
Also it would be good to have a way to make debdelta-upgrade only
download .debdelta files, but not .debs. My use-case for this is that
when I run debdelta-upgrade, some of the debdelta files are not yet
generated, so I want to run debdelta-upgrade multiple times to pick them
up over time.
