apt-listbugs lists bugs that aren't new:

when I already had 1.3.5-1 installed. Hence, there seems little point
informing me about this bug: even though I may not already know about
it, because it could have been filed after I installed a buggy
version, I already have the bug, so not upgrading will not help me.

However, if apt-listbugs is not being run by apt, then I agree it's
sensible to list all current bugs, so I'd only change this behaviour
in apt mode.

In other words, I'm suggesting that bugs applying to installed
versions of packages should not be displayed when apt-listbugs is run
in apt mode.
